As Liam noted earlier this morning, and has been widely reported, the Department of Homeland Security, along with other U.S. governmental agencies, have taken control of several websites. Particularly chilling was the shutdown of indexing sites. What hasn't been widely discussed was the participation of the "National Intellectual Property Rights Coordination Center" or "IPR Center." The IPR Center is part of Homeland Security and its stated mission is to facilitate cooperation and coordination among federal government agencies enforcing intellectual property rights.

At base, the IPR Center believes that infringing intellectual property rights is an issue of U.S. national security. I came to this conclusion after attending a presentation by Richard Halverson, the IPR Center's Unit Chief of Outreach and Training. Mr. Halverson's presentation was part of the 4th International Conference on Cyberlaw that took place in Arlington in August. I found Mr. Halverson's presentation to be one of the most bone chilling presentations I've ever attended.
